A few -devel subpackages for arch specific "main" ones already are or could be 
changed to noarch and thus have/would have no %{_isa} in their Provides, so 
this should be done carefully.  And packagers who are about to change such 
a -devel to noarch should check whether there's something using a %{_isa} dep 
to it to avoid breakage before going ahead with the change.
