The point is that we weren't defining protocol for more than the header
line.  If you want to read the Guidelines as mandating "-" for the
"First Note" bullet point you're still out of luck for the bullet points
for each of the sub-notes.  So if it's annoying, you can revise the
ChangeLog section to mandate what the accepted bullets are and whether
they're interchangable or hierarchical and announce it here for
flam^Wdiscussion and get us (the packaging committee) to vote on it.
But the Guidelines weren't intended to mandate it currently and if
they're interpreted to mandate it, they don't fully cover the necessary
problem scope.
