list instead but many do participate in Fedora and move on to RHEL

That doesn't make any sense. How can EL know how/why to deal with
fedora, or know anything about transitioning to a version that doesn't
exist yet?
You have subtly now changed your question but it is still offtopic in a
Fedora development mailing list. Anyway your question has been answered
