Well, there are cases where pkg-config is used at runtime, which is why the MUST was changed to a SHOULD and the "The placement of pkgconfig(.pc) files depends on their usecase, and this is usually for development purposes" wording is now used. Talk to the FPC folks if you need to know more about this issue. In the cases where it is indeed used at runtime, requiring pkgconfig is actually the right thing to do (but requiring various -devel packages isn't - if that's what's happpening, something needs to be done about it).
