Please don't. That has lead to many summaries, which look ugly
if displayed next to the package name:

  name - name is a...

Especially ugly if package name and program name are even written in
the same case. Many many users don't care what name a program is given
as long as it does what they want.

Better make sure that hardly any packager does the following in a spec

%description
%summary

to reuse the summary as the description.
