Yes. The libsilc package comes from upstream, the SILC Project
(http://www.silcnet.org/). I'm the author of the package.

It's also wish of the SILC Project to get the package included in
Fedora, as well as other distributions.

Currently two SILC clients depending on the libsilc package exist: GAIM
and Silky (http://silky.sf.net/).
