I understand the usefulness of having GDM able to support use cases
where this makes sense, but I don't think we have one. Can we disable
it again in Fedora, or at least give a warning message?

Long ago in BU Linux, we allowed root login but changed the background
wallpaper to a warning and gave a pop-up lecture.
