That's not true, I think. It's default for the Fedora Desktop Edition
and probably a couple spins, but there are others as well.
I would definitely recommend gnome-shell as the DE for the design spin,
if anything for the awesome wacom tablet configuration panel. None of
the other desktops have that available AFAIK.
(Oh and of course gnome-color-manager...)
