The Kernel that came with the distribution says:

Linux version 2.4.16-32 (root@paer) (gcc version 3.0.3) #1 Sat Dec 29 01:28:13 MST 2001
FP[0] enabled: Rev 1 Model 13
The 32-bit Kernel has started...
...

So I assume it's safe to use gcc-3.x to build the kernel on HPPA.
