towards a new ceph leadership team

Hello folks, over the past few weeks the Ceph Leadership Team
has been processing Sage's departure and figuring out how to run the
project going forward.

We all appreciate Sage's leadership over the past 17 years, and will
dearly miss him. He did give us a bit of a trial run last year, with
his leave of absence, and the Pacific cycle went well during this
time, becoming one of our most stable major releases.

To keep things moving in the short term, we've decided to elect a
3-person Ceph Executive Council from the existing Ceph Leadership
Team. This council will be responsible for distributing key
responsibilities and making sure the Ceph project runs smoothly for
the rest of the Quincy cycle. The election results will be announced
next week.

After Quincy, we'll reflect and figure out what worked well and what
could be improved, and formalize a long-term governance model.

We'll continue discussing a longer-term structure in the open now that
Sage's news is public. There are a number of details to be worked out,
and you can see the current thinking here:

  https://github.com/ceph/ceph/pull/43567

Feel free to provide feedback and input as we continue this discussion
on github.

Josh
