Eventually, but that does not help us for 2.0, 2.2 and 2.4 kernels, so
it would be easier to include it with the distribution of FreeS/WAN
and only use the built-in one if it exists.  Eventually, we can ditch
it when we stop supporting 2.0, 2.2 and 2.4.
