Troubleshooting tool for Rook based Ceph clusters

Hi everyone,

In Rook, we have come up with `kubectl` based krew plugin tool name
`rook-ceph`, which will help users with the most commonly faces issues or
answer common questions users have like is my cluster is on the right
configuration or whether required resources are running and other things,
with simple commands.  It is an upstream project under the Rook umbrella.

The krew took will help bring mon quorum back from single mon, run mon/osd
debug pod up, remove bad osd from the cluster, the prints minimum required
pods running, and they spread within the cluster as rook or ceph works
better. These are a few to mention.

We would like to get feedback on the tool and also, would be happy to know
other most commonly faced issues which we could resolve with the tool.
