Yes, if all your packages are up-to-date then you just need to restart
the VM monitor process, which can be done by live-migrating the VM (to
another host or even to the same host, though I don't know if OpenStack
supports that since it's kind of a corner use case) to avoid actually
restarting the guest itself.
