I will increase the bounce_score_threshold for now and change the list owner to an active e-mail address (oops) who will get the bounce notifications. The Bounce Processing settings are the same for ceph-users and ceph-maintainers so I'm guessing the high volume of ceph-users@ is why it's only happening on that list.
