That's surely not me, but inserting config changes/updates are easily done to all OSDs with

ceph tell osd.* injectargs

The only thing to keep into consederation to _also_ make the changes to ceph.conf, so they persist after a reboot.

But perhaps I completely misunderstand your question... ;-)
