Anyway,  i thought that with jewel release it would support systemd on ubuntu xenial like it said in the release notes?!

I've been working with the systemd support in the Jewel release and its working OK for me - how are you trying to create your mon?  I'm wondering whether its your deployment process rather than the ceph packages that have a problem here.
