/etc/ceph should be installed by the package named 'ceph'. Make sure you're using ceph-deploy install to install the Ceph packages before trying to use the machines for mon create.

I keep hitting this issue where ceph-deploy will not mkdir /etc/ceph/
before it tries to "write cluster configuration to
/etc/ceph/{cluster}.conf".  Manually creating the dir on each mon node
allows me to issue a "ceph-deploy mon create rc-ceph-node1" successfully.
Is this a bug?  a missing step from the quickstart?

I first gave the quickstart a try under raring ringtail last week.  it
didn't nip me the first time through the quickstart, but after ceph-deploy
purgedata Š, ceph-deploy forgetkeys, it has plagued me each time since.
