We are unable to cut a release because Jewel is not building on Xenial. There are issues in the code that creates a virtualenv for ceph-disk/ceph-detect-init that uses Python wheels that needs to be corrected. Andrew and I have been trying to fix this issue on the Jenkins side, but at this point we have asked Loic to step in because we haven't been able to get a workaround.
