So, replying to my own post here, as build order is only part of the story.  Determining the contents of what was in the actual BUILDROOT at %{BUILDTIME} can be right difficult, since the BUILDROOT is not guaranteed to have every package that has a prior %{BUILDTIME} in it.


Additionally; I think the "build loop 0" is build on Fedora and loop 1 on the output of loop 0 and so on ... which makes things more difficult.
