I've wondered about that effect on ovirt.org, which is a clever hacked skin on top of MediaWiki. It hides the [edit] button for those not logged in (and moves the login controls to lower prominence in the footer), so most people aren't aware it's a MediaWiki. Perhaps they don't think they can contribute?
