about CGL 5.0 requirements definition

Is this ML still alive?

I'm just developing LTE eNodeB system using CGL 4.0 distribution
for our customer in Japan.

I have a question.
When will CGL 5.0 requirements definition be released?

I want to know new features about STD, AVL and so on.
