I'm on Ubuntu. I originally sped up my speech by modifying the file /etc/speech-dispatcher/modules/espeak.conf. I suspect that spd-conf created another espeak.conf file somewhere and that one is now the default. But it also set pulseaudio as the default, so I haven't ruled that out as the problem.
