I don't remember Provox supporting the Apollo, and I was the sales/marketing guy for it for a while. If it emulates something, like an Accent SA or a DEC-Talk, you might get it to work. And as far as Braille support goes, none of the DOS stuff would support a modern USB refreshable Braille display. I use Vocal-Eyes under dosemu and I know it has an Apollo driver, but it's commercial and still sells for $250 USD.
