Hey Eric,
I didn't do my research last night.  People have ported ArchLinux to the
PowerPC.  The packages look fresh, as well.
Look here: <http://archlinuxppc.org/>.  Unfortunately, none of the
packages from the [community] repository are available.  Thus, you would
have to build speakup and espeakup yourself.  If you can get sighted
assistance with the initial install process, it might not be too
difficult to get a talking system.
