I usually install Debian using Knoppix life CD (www.knoppix.org).
Knoppix supports Braille out of the box given brltty parameters
specified on the boot-prompt. For installing Debian you may use the
debootstrap tool which would allow you to install Debian from an
internet mirror or, I suppose, also from a file repository.
