The cursor routing function moves the cursor by simulating arrow-key presses.  
It doesn't work in lynx, therefore, because the left- and right-arrow keys
don't do what they're expected to do. BRLTTY has a vertical cursor routing
command which works quite well in lynx. It was designed for just this purpose,
i.e. to only use up- and down-arrow key press simulation. Not all drivers
support it. If the driver you're using doesn't, then let me know and we can
look into adding support for it.

Use the regular digit keys. As soon as you press any of them, you 'll get a 
prompt like:

    Follow link (or goto link or page) number:

Finish typing the number (the first digit will already appear at the end of the
prompt). Then, if you just press enter, it'll follow that link. If you append a
"g" (for goto) to the number then, when you press enter, it'll just go to that
link within the current document. If you append a "p" (for page) to the number
then it'll go to that page of the current document.
