Who says it's proper? Only places I know of that expect it are
blindness lists. The proper way to quote (per long-established
nettiquette) is to quote only relevant parts--not whole messages--not
messages quoting messages--not cascades--only the relevant parts. If
quoting is not relevant, it should (per long-established nettiquette)
be eliminated.
