Is it possible that you didn't configure links properly?
links needs to be told explicitly to use a normal
cursor, and not only a highlight...
See: links menu -> setup -> Terminal options.
A dialog will appear.  Deselect the "Block cursor" checkbox,
and close the dialog by invoking OK.
You should now see a normal cursor, and brltty should follow
the highlights.  Save those options in Setup -> save.
