Yeah, this is a debconf oddity. I could do it differently, but then I'd need alot
more code.

Oh, that's simple.  debconf just doesn't implement the speech support yet
(because I never found it useful), so you'd just need to hand-edit
your /etc/brltty.conf, and set the appropriate speech driver yourself.
