You can do the same $WINDOW thing in a bash prompt, and bash also uses the PS1
environment variable for its primary prompt.

You've misunderstood the document. Pressing a digit after ^A is a quick way to
switch between existing sessions. If you want to create a new session, you have
to do ^A followed by C (create).
