emacs doesn't work

Hi all my friends on the list.  A particular thanks to saqeb shake 
who has helped me a lot.  I wish him all the very best and hope 
that he becomes an even successful industrialist than I am.  I 
want to get one problem solved and this will help me to go any 
further.
I have tried to install emacspeak with IBM's outloude (tts).  Well 
the outloude test went positive and my machine responded well with 
the sample test.  But when I install emacspeak the thing doesn't 
work at all!  Every time I runn the emacspeak or the emacspeak -o 
command I get an error saying could not find file or directory, 
tcl.  What may be the probem.  I will tell you the stepps I took 
to install the emacspeak system so any one could point out what 
wrong I did.
First I installed IBM outloude which as I said works fine as far 
as the test sample file goes.  I used the rpm -i with the rtk and 
sdk.rpm files to install outloude.
Now I rpm -i the emacspeak rpm file and it says that emacspeak is 
now installed on your system.  I go to the directory mentioned in 
the installation manual and find all the files over there.  I gave 
the make command and then log out.  I login with another user 
except the root.  I issue the command emacspeak -o and the above 
mentioned error about the tcl pops up.  Nothing is spoken.  Please 
note I just gave the make command and before giving the command I 
also made changes to the /etc/profile file to include the to lines 
about the outloud given in the emacspeak installation howto.  
Please tell me what is the problem.
