and the crux of the js matter is that 508 allows it.

Well, it doesn't matter if you can look at the site but can't actually
buy
anything!
I don't know quite why partt of a site would "have to be" inaccessible,
though
you are right that much of it was built before the law and they hadn't
gotten
back to looking at it yet.
I think the crux of it is that for some reason they feel javascript has
to be
there.
