Editing /etc/sysconfig/keyboard with VIM

I am not use to Speakup's keymap. So I am trying to edit /etc/sysconfig/keyboard with VIM to say KEYTABLE="speakup-jfw". When I login as root for my RedHat 7.3 system, I type:
 vim /etc/sysconfig/Keyboard

I am not sure if the file opens. Using my limited navigation keys all I get is numbers and I need to press CTRL+ALT+DEL to exit. Can someone please help? Thank you.

PS I also downloaded gvim61.exe from http://www.vim.org and Installed the program on my Windows 98 SE partition.
