Please try setting:
/lib/systemd/network/60-canbus-can.network
to:
[Match]
Name=can*
[CAN]
BitRate=500K
SamplePoint=75%
DataBitRate=4M
DataSamplePoint=80%
FDMode=yes
[Link]
ActivationPolicy=up
And reboot.
No change to vcan0 necessary.
This should bring up can0 and can1 on the refhw.
