Thats odd. We also do build an SDK for AGL in our CI every time (agl-demo-
platform-crosssdk) , but we do use the variant with an SDK image rather than
"-c populate_sdk" .
Let me recreate the build here to check.

As marius said, we do run in the agl-driver user session.

Wrt m3: need to check - we don't see that issue here on refhw and h3.
We also do our CI builds on ubuntu 18.04 so far.

@Joel: Please also review the changes currently in flight @
gerrit.automotivelinux.org so we can meld things nicely in the end.
