After trying for some hours by deleting the container and repeating my steps , I  think I figured it out. 
If after executing this-
> systemctl --user start xds-agent.service
and then waiting for more than an hr. I am able to download it .

Now my issue is that when I execute this-
> xds-cli sdks ls
I get -

List of installed SDKs: 

ID                                       NAME  STATUS VERSION               ARCH

d0e27eda AGL-snapshots-master-latest-qemux86-64 Installing            8.90.0+snapshot        qemux86-64

efeaa51b AGL-release-halibut-latest-qemux86-64           Installing              8.0.1               qemux86-64

My query is,  if its installed or not ?
I have waited for hrs now and the status has'nt changed from "installing"
The xds dashboard shows this-
