You most likely need to add ‘sudo’ to your docker command (or follow these steps to be able to run docker without being root)

E.g.: wget -O - https://download.automotivelinux.org/AGL/snapshots/sdk/docker/docker_agl_worker-latest.tar.xz | sudo docker load;
