Hi Madhu,
rebuild the docker image is not mandatory, you can use a ready to go AGL image :

#wget -O - https://download.automotivelinux.org/AGL/snapshots/sdk/docker/docker_agl_worker-latest.tar.xz
| docker load;

Just follow the documentation:
http://docs.automotivelinux.org/docs/getting_started/en/dev/reference/setup-sdk-environment.html

And create a working container:
./contrib/create_container 0 $IMAGE_ID;

If you have fetching problem with the tool repo.
If you have fetching problem with the yocto.
If you have fetching problem with docker.
IMHO, you have fetching problem on your network, contact your network
administrator to exclude this possibility.
