Actually, any tier2 or tier1 network in Europe will require a SS7 conformance tests on-site before you plug in any equipment they are unfamiliar with. We did this for a tier1 vendor towards tier1 networks - Avaya, AT&T, Lucent , Ericsson, Alcatel, Nortel - don't matter - they all have to do this testing. The benefit we had as tier1 vendor was that our customers was companies like BT, so we got it free by getting the networks to do it for us. The actual rules seems to vary from vendor to vendor and country to country, but a generic aproach is to lease a Tester that can do this more or less automated and collect the traces as evidance of comformance. The Testers are expensive, but they can be leased for a decent cost (1000 GBP etc). You might even have people on the list with access to testers that could be convinced to contribute the comformance traces.
