Calling nai problem

Hello,
 I have repeated the results with two Asterisk via dynamic:

the first Asterisk is configured as nai dynamic for both called and calling,
the second is configured with both set to national and:
  ss7_internationalprefix = 00
  ss7_nationalprefix = 0
  ss7_subscriberprefix = 
  ss7_unknownprefix = 

from the first machine a SIP phone with callerid set to 00035952555555 is
calling the second machine so with dynamic it sends nai to 4, but sends
035952555555 as the number (to recreate what i am getting from the provider)
even the second machine is set to nai = national there is no difference like
when it set to dynamic ... logs attached
