Hello,

Your playback should answer a channel so it should be billed as usual call. Probably your carrier have some "not billable" time for short calls and your announce fits to this limit.

      I have tested in the following way for my circiuts and this works fine for me and there is no CDR or customer is charged for this call when we have a problem with Our carriers or our Billing server.what i do is just uncomment this line and comment all the other so that it works for me Check it should work for u also. 

  exten => _800X.,1,Playback(test)  

  note : test is a voice message if u want that message i can give u .

            i will give you whats shown in asterisk CLI
