That is wrong as it suggests

    # sudo ...

but root, as indicated by PS1='# ', would not need to sudo.

My reply tried to explain this:

I expect you knew this but just typo'd or thinko'd '$' for '#'.
I replied because the OP might be confused if you thought they needed
explaining to them.

I don't think any of us are in disagreement.  We just aren't taking the
necessary time.
