I think for this kind of stuff, you should have a look at mod_perl.
Not necessarily for the faint-hearted, but you definitely /can/ do this with it.

Thanks for the suggestion. I think I'll keep Perl out of this. I'll just hard code each VirtualHost's canonical name in the rewrite conditions & rules.
