How to change default Charset?

Hi,
I'm on CentOS 5 and like to change default charset of 'ISO-8859-1' to 
'UTF-8' Apache 2.2, so I updated httpd.conf to have this line:
AddDefaultCharset UTF-8
Restarted Apache and open default page in Firefox, which reports UTF-8 
as expected but running any perl scripts and then checking reports 
ISO-8859-1. Is there any other settings needs to be changed to force all 
contents have charset UTF-8?
