Sure there are lots of other ways to get it. You could ask the admin to tell it to you over the phone. You could develop a new protocol just for delivering last-modified, etc ;-) But no, there is no other way to get it over HTTP. Very often, the absence of a last-modified header is an indication that the content is created dynamically for each request, or that the last-modified time can't be easily determined. But of course, sometimes it is absent just because the app developer was too lazy to properly pass it through.
