In that  case I think you should set the PATH variable. As far as I
remember, it should be done like this:

setenv("PATH", getenv("PATH").PATH_SEPARATOR."/dir/where/gs/resides");

However, this question is a bit off-topic I think, as it is not
related to apache, but PHP.
