On most Unix systems, you can add directories to the dynamic linker's search path by setting and exporting the LD_LIBRARY_PATH variable. It could be that this is LIBPATH on AIX, but as I said I'm not very familiar with the platform. What value did you give this variable? It should be /usr/ local/apache2/lib . The usual pitfalls apply: when you changed the envvars file, did you source it in your shell, or start a new shell?
