You are running mod_disk_cache and it is having some problem accessing the cache file. Turn that off. I have no idea why Mandrake would have that enabled. In general, I wouldn't recommend any usage of mod_cache under apache 2.0 unless you really know what you are doing. mod_cache is much better supported under 2.1 and the forthcoming 2.2.
