Yes, but only by writing a custom protocol module, which is not a
simple thing to do.

You would be much better off using a simple scripting language like
python or perl to listen on the port and slurp the data.

If you decide to use httpd, however, I strongly suggest you look at
mod_echo as a trivial protocol module example.
