Apache 1.3 for win32 has Apache.exe (a program) in the directory
C:\Program Files\Apache Group\Apache\, not in the bin\ subdirectory.

Which brings up a good question, if you are a newcomer, 1.3 is probably
a poor choice.  You might want to install 2.0 before you get too much
further.

Finally errors go to the Windows Event Log if the error log hasn't
been set up yet.
